Compliance delays (USDT only)
Tether's USDT executes blocklistings through an on-chain multisig, exposing a measurable proposal → execution delay. Circle's USDC blocklistings are single transactions by the blacklister role, so no equivalent delay exists on-chain.
USDT moved outof targeted addresses in the window between a freeze's multisig proposal and its execution - value that escaped before the blocklisting landed. Only chains with a multisig delay (Ethereum, TRON) can accrue this; single-transaction freezes have no gap. See The Great Escapes for the individual events ranked by amount.
