What the USDT blocklist is
Tether can add any address to the USDT contract's blocklist. A blocklisted address can no longer send or receive USDT - its balance is effectively frozen - and Tether can later destroy the frozen tokens entirely. Tether does this in response to law-enforcement and court requests, mostly around theft, scams and sanctions. Every blocklisting is an on-chain transaction, so it is public and verifiable.
