What the USDC blocklist is
Circle, the issuer of USDC, can add an address to the token's blocklist. A blocklisted address can no longer move its USDC, so the balance is frozen. Circle acts on law-enforcement requests and sanctions obligations. Each blocklisting is an on-chain transaction and therefore public and verifiable.
